So, for the benefit of the list, here was my bonehead move: My installation script automatically 'riak starts' which, of course, uses the default app.config ring_creation_size of 64 before I get a chance to change it. Hello tarpit.
Lesson: don't 'riak start' on a fresh node until you modify app.config ring_creation_size.
