I believe `missing` can't be negative, because that would imply
`maxExecutors < numPendingAllocate + numExecutorsRunning`. We only decrease
`maxExecutors` from kill executor, and we can't kill an executor that is still
pending because we don't know its ID. This means we can only kill up to
`numExecutorsRunning` executors, at which point `maxExecutors` becomes 0.
