shoot, those mima failures are real ... looks like `RpcUtils` is public
(probably accidentally) so we can't change the return type of `lookupTimeout`
and `askTimeout`. @BryanCutler can you change to new method names that return
`RpcTimeout`, and put the old ones back but mark them as deprecated?
