All-ASCII addresses are sort of optional in EPP already…

If you want to use 名字@例子.中国 as a contact address, all you need to do is open to your registrar's web site, register a domain and tick the checkbox labelled something like "keep my email address private". The registrar will provide an all-ASCII address for you and forward mail, and the only email address transmitted using EPP is that all-ASCII address.

Much later, if someone sends you mail, they may or may not be able to accept your reply. Replying to email is however outside the scope of EPP. There's an interop problem, but no single RFC and no single actor is unambiguously at fault. And in consequence, no requirement in this extension can solve this satisfactorily.
