Yes, that is in Article 12 of the Universal Declaration of Human
Rights.  I've pointed out more than once in HRPC sessions that there
are a lot more rights than the handful they like to think about.

I see no reason to add a human rights section to this specification,
and certainly nothing like the language they've proposed.
