There is no intention to request for this to be a working group document until 
the IPR declaration is defined.  We already provided the IPR disclosure.

    You may recall that we were in a similar case for the keyRelay extension, 
and it got delayed because at some point noone knew anymore who was waiting on 
what and then discussions were needed to decide if going through or still 
waiting on the full IPR.
    
    I would prefer if the same situation does not repeat itself, so I am just 
wondering what can be done to make that going smoothly?
