Yes, it is.  There's a lot of major changes, too.  New GCC (3.1), new
GNOME platform, Open Office, Mozilla 1.0, and python 2.2 are among
them.  The compiler and GNOME probably need the most testing and work. 
I imagine that's why the beta came so early.
