Sendmail should be looking for it's config file as:
/etc/sendmail.cf 

Does that file exist?

That was it.  I knew I was missing something simple.  The
/etc/sendmail.cf file was zero length.  As soon as I moved the
/etc/mail/sendmail.cf file up one level all was well.
