As the user (not root) in a terminal:

xhost +localhost

Then try running linuxconf as root again.

NOTE: don't put a space between the plus (+) and localhost. Doing so
makes it (the desktop) accept all hosts!!! This is the same as typing
"xhost +" and isn't something one wants to have on by default.
