Have you tried the PPP-HOWTO?  PPP dialup can be complicated to set up,
but the PPP-HOWTO should have all the information you need.  Read it
carefully.

Something that may be helpful is to do this one step at a time.  First
make sure that you can dial out, using a program like minicom.  That
will assure that your modem is attached and set up properly, and that
you're using the right device name to address it.

Then make sure that you have mgetty answering the phone.  Start mgetty
and dial in from some other machine, or just use the telephone to call
your modem.  If the modem picks up, then mgetty is working.

Only then, try to set things up so that mgetty hands off control to the
ppp daemon.

Just knowing that your efforts at pppd setup have been unsuccessful does
not tell us much.  We need to know at what point the process is breaking
down.
