If you are reading the ADSL mini HOWTO, you have a very old version (I
hope RH did not ship that with 7.0!), that is out of date. You can
look at the DSL-HOWTO at linuxdoc.org for a lot of what you probably
need.

Secondly, USB (and PCI) modems need device specific drivers. You don't
say what kind, but the only one with Linux drivers is the Alcatel USB.
If that is what you have, look at the appendix. This is not for the
inexperienced or faint of heart though, and is still probably alpha
quality. Expect some crashes. If it's not an Alcatel, then it is a
boat anchor as far as Linux is concerned.
