RPM Catch-22

[Stephen Berg]

How do I solve this catch-22?  I'm trying to install some RPM's but
rpm gives this error:

"only packages with major numbers <= 3 are supported by this version
of RPM"

Seems I can't install the latest rpm rpm either.
