No, you can register even from the downloaded version... up2date can
also run in anonymous mode.

I'm not sure about the shipped version, but at least the updated one
doesn't.... "up2date -u".

It's the best compiler out there - it's even maintained, and if
someone has problems, we're actively trying to solve them.
