This may be off-topic, but here goes.

If nothing has changed inside your PC, then I would say that the boot
manager you are running is trapping the resources your CD-ROM drive is on,
making Windows not see it. Do both your IDE channels still show up as
working in device manager? Have you tried removing the boot manager? Have
you booted from your win floppy to see if the DOS drivers pick the CD up?

When seeing something like this - go back to the basics and eliminate
problems one by one.
