I had the same problem some time ago. I got all the same replies almost but 
without any luck. Then someone told me to install the wu-ftpd rpm and after 
that I got the connection running. Hope this one helps :)

I'm trying to setup an FTP server for the first time and having litte luck. 
The error message that I'm getting is "connection refused" as I try to login 
to the FTP server form the command line on the same box (I should be able to 
do this to verify operations right?). I have the FTP server loaded and the 
anonftp client loaded. HELP!!!
