  You don't really need it.  Just compile it like this "gcc mii-diag.c
-o mii-diag".   


PS- David Hinds just recently rewrote mii-diag into a more user friendly
version called mii-tool.  You can get the binaries and source here. 
There is a man page, and "mii-tool --help"  gives a fair extensive usage
output.

  The mii-tool binary was compiled for 6.2, but should work for 6.1 and
6.0.  If not grab mii-tool.static.
