What you have there is a Winmodem.  This is a "software" modem which won't
work anywhere but in Windows, since it doesn't actually have all of the
modem hardware on the card.  Most PCI modems (but not all) fall into this
category.  Check the Linux/Modem Compatibility Knowledge Base for more
