Look at /var/spoolmail and /var/spool/mqueu.
Is the file system they are on full?
Are there any spool files for the intended recipients or senders
under these directories?

Does sendmail have write permission on these directories?
Sendmail runs as root.  -it should and that would mean that 
the write permissions shouldn't be a problem.

/var/spool/mail   should be owned by root and have a group of "mail".
same for /var/spool/mqueue.
