Hello, It's been a while since I've configured sendmail, but at least in the good 'ol days, there used to be two settings you could configure - the queue run interval, and how sendmail treats new mail upon submission. The queue run intreval is typically set for something like every 10 minutes or so, but can be anything. This is the period of time that sendmail would wake up and go through the queue again.
The second setting has to do with how to handle mail when first submitted to sendmail. The default behavour in most installations I've seen is for it to attempt immediate delivery, however sendmail can be configured to simply queue the message and wait for the next queue run to process. This may be what you are seeing. Check the Optoins section in the sendmail configuration file to see how this is setup, and also how sendmail is invoked, as this can be overridden with command line arguments at startup time.
