I have no idea why this happens, but I had the same problem with xdm
until I was forced to reinstall the system ( for another reason), you
could check however if the Kxxgpm links in /etc/rc.d/rc0.d (or rc6.d) are 
Ok (i.e. pointing to ../init.d/gpm) even though killall should take care
of any leftovers ( as long as they created a lockfile in
/var/lock/subsytem)
