Reiserutils was in 7.2 and I think in 7.1.  7.2 kernel has reiserfs 
support and I think 7.1was compiled with ReiserFS support too.   So you 
can create and mount ReiserFS partitions if you want.  What Redhat does 
not do is allowing creation of ReiserFS.  IMHO that is entirely  right 
and since Reiser does not allow transparent migration like ext3 and for 
a new partition, again IMHO,it is not the best FS available and has no 
features you could miss (eg ACLs or ability to grow and shrink).
