Thanks for that.
I started assuming that packages where required on the first disk as an
install using the CD's
failed early on and the error messages looked like the install system was
trying to
load an RPM which was present on the second CD.
I must be getting something else wrong then any ideas ?

The process I have used is:
I create two directories disk1 and disk2.
Disk1 has documentation text files, RedHat, RedHat/RPMS, RedHat/base and
images
Disk2 has documentation text files, RedHat, RedHat/RPMS, RedHat/instimage
I copy RPMS into the two disk RPM directories.
I create disk1/.disk1-i386 and disk2/.disk2-i386
I run /usr/lib/anaconda-runtime/genhdlist /.../disk1 /.../disk2
Then I create the ISO file systems and create the CD's from these.
Using these CD's to install goes well until during package installation I
get and error
which appears to be the installer trying to load an RPM that is on the
second disk.

Any ideas ?
