It doesn't seem to matter, you can put whatever you like on the two
iso image sources and juggle them to make it all fit into the 650Mb
size you have available for each image -- as long as genhdlist is
run over the two iso source trees once you have it all sorted out.

I've burned quite a few rh7.0 with all the updates in there to
replace the originals, and I've never had a problem with moving
packages from one image to the other (in fact, never had a problem
at all, practice and experience I guess).

I now have to do this to make room -- wow, the basic installation
ISOs are getting very big, and a simple replacement strategy will
blow out the first disk image from its original distribution size to
over the 650Mb limit.  And the second disk is the same... I've had
to remove either some of the SRPMS, or (preferably) some of the
stuff in the "preview" directory (which is all "obsolete" now
anyway).
