6.2 will load keyboard maps if:
  1)  you're in expert mode
  2)  you're doing a network install
  3)  you're doing a GUI install

It would not load a keymap if::
  1)  you're doing a CD-ROM Text mode install

We've fixed the text mode install case.  The method of installation is
key here - what were you trying to do?
