So what if I don't want to have anything to do with redhat-release in my
/etc/issue?  Deleting /etc/redhat-release will cause programs that are
trying to detect a RedHat installation (to adjust their install methods,
or whathaveyou) to fail, so that isn't really an option.

In RH6.1 it looks like you can simply overwrite /etc/rc.d/rc.local;
don't know if that's true for other RedHats.
