I realize that the Contrib Directory contains Contributed Software for
use with RedHat (not necessarily made by RedHat).
I guess that the reason I have the newer version of tcl in the first
place is due to the requirements of XCDRoast. This is a Utility which
permits Writing of CD's.

pertaining to the requirements of XCDRoast. This is the most current
version available, would you have selected a back rev'd version knowing
a more current one was available? What is one to do?
