Jay; Off grid we have worked through some strange requirements over the last few years, and in most it had a lot had to do with how electrical inspectors interpreted NEC....they are as puzzled as we are. There were AHJs calling for giant remote-trip DC breakers on battery banks to comply with rapid shutdown (I think that fire went out when it was pointed out that meant all backup generators needed to be integrated into rapid shutdown too, a no-go) And AHJs who said that because the conduit from a ground mount array went 4 feet up the outside of a building to the first disconnect before penetrating the building, that meant the PV array was "on the building." And local solar companies frantically pounding in 250.47(D) aux grounding electrodes below every PV array, even though that's a recipe for disaster.
I'd boil it down to keeping good lines of communication open between PV installers and the AHJs and being able to discuss frankly what exactly the problem some of these more mysterious code items are trying to solve.
