If you want to hit as many seams as possible, just move here to a 170+ design wind speed area and hit every seam on every rail with a clamp. It's only around 110 clamps on a 5kW with 16" pans. Problem solved. :)
I agree with the staggering if you can. It's just like staggering attachment points on trusses whenever possible.
