I think the system would be technically required to have an equipment grounding conductor to connect to lighting fixtures made of conductive material. I believe this is true regardless of voltage. If these do not exist, and no metal boxes are in the system and it is only 12 V, then it might be compliant to exclude the ground. If it is only a 12 volt system, I don't believe there is much danger, unless the person has a pacemaker and goes barefoot on the ice.

410.46 Methods of Grounding.
Luminaires and equipment shall be mechanically connected to an equipment grounding conductor as specified in 250.118 and sized in accordance with 250.122.

Why ground it at all?

For a low voltage 12v nominal system you can per code install a + and - OC protection and no ground.
But if it was me, I wouldn't ground it at all,

Sounds like a silly question but is there any way to ground a small battery based PV system serving a temporary fishing shack on the middle of a frozen lake? Around here they call these 8' x 8' (or larger) shacks "ice houses". One or more holes are augered through the ice for fishing lines. Some of the shacks get remarkably fancy, almost luxurious (in a guy kind of way). There is usually plenty of beer and snacks. Sometimes fish, too. The shacks get set in place as soon as the ice is solid (4-6" thick) and they may stay there for several months. It's a home away from home for a lot of upper midwest folks in the winter. Some like the idea of a small solar powered battery system for light, CD player, TV, etc. There's no earth around for hundreds of yards, even miles.
