Wrenches, Saying NABCEP is Union based is a little bit of a stretch it seems to me. I think having a way to ensure most new installers have had training and understand concepts involved is a good thing. The lack of an apprenticeship program or state sponsored license leaves a hole and NABCEP has stepped in.
State legislatures have tied state rebates to NABCEP certification as well. I do agree that lack of certification says nothing about the quality of installers, I think it will make sure people getting into the industry have some sort of knowledge.
