I recently read that for the city of Santa Anna, they do not charge for permits or inspections of PV systems in an effort to promote installations. It sure would be nice of more cities jumped on board with this type of thinking. Brian C. Noncompliance with permit cost requirements would disqualify the entity from Community Development Block Grants. I don't think it made it into the latest version, but you Californians should let Cardoza know that he's doing good work! This is the only time I've seen this addressed at the federal level.
