Back in June, I found this amendment to the Waxman-Markey Cap and Trade bill- limiting solar permit costs for residential at $500 and noncommercial at 1% of the project cost, up to $10k. Noncompliance with permit cost requirements would disqualify the entity from Community Development Block Grants. I don't think it made it into the latest version, but you Californians should let Cardoza know that he's doing good work! This is the only time I've seen this addressed at the federal level.
