That article has been pulled and a corrected copy is on it's way. I sent them a note and got a response almost immediately, another fireman who teaches fire safety with pv is correcting the inaccuracies. This was a case of someone being taken as an "expert" who was not.
I just checked and the article is gone; as he said it would be.
