I agree that brazing a tiny tab onto an existing dropout sounds a little sketchy, but.....
How about low-slung hourglass braze ons? I seem to remember seeing photos of a large Bombadil that had those. Since a "normal" rear rack wasn't tall enough to wrap around a 700x60 tire with a fender, they put a pair of hourglass braze ons a couple inches above the dropout on the seatstay. Would Waterford do that for you?
