Yes. Mine attaches twice to my metal fenders and because of that doesn't require the optional brake stay. I had to handwring like a handwringing handwringer over which of the mounting holes to use. I wanted to run it as low as possible, and make it look all constructeurish. Turns out I would have needed to drill new holes halfway between two of the options. I prefer to avoid drilling stainless steel whenever I can, so I decided to run the rack a wee bit 'too high' and made custom spacers from aluminum tubing.
