Looks to be an M-18 rack. Similar platform to the Mark's Rack but no front 
mount tab for a light/reflector and no mount for struts at the back end of the 
platform. So no fancy double-strut mounting with this rack. 

Boulder has these available with a light mount eyelet on the strut.
