I have a bike I ride 28mm Paselas and they stick great in the wet, including thick film in a heavy rain. We usually don't get fast enough on bicycles for hydroplaning to be a concern. So most slicks will do the job just fine. As you get into larger tires, though, you have more tolerance for sand and mud, which puts skinny tires down.
