If the LBS started out saying it was a trashed RD and now they are saying 
front shifter, I, personally would be looking for a second opinion.  The 
Shimano bar end shifters are very reliable - I'm not sure how it has 
suppose to have failed.  It would be strange that the problem simply 
occurred through usage, but could have, as a remote possibility been the 
result of some defect.  As a benchmark, I have approx 40,000km (most of 
that put on during a two year long tour) on a set of seven speed Shimano 
bar end shifters and I can't find anything wrong with them.

Much more likely to be related to damaged cable or housing.  Also, the bar 
end shifters are a little tricky to set up and you can only end up with 
limited pull if the square thingy is installed incorrectly.  I have been 
convinced in the past that I have set them up correctly, pretty much every 
time after changing cables/housing, only to find similar symptoms to what 
you describe.  A bit of trial and error and the correct orientation has 
presented itself.

How did the shifting problems originally start?  Was it following a 
service?  Was a gradual thing?  Or was it a sudden change in performance?
