Generally speaking July, Aug, Sept are pretty reliably dry. That's not to 
say you won't get rained on. Exhibit A: Just east of Portland, OR on July 
22.

wasn't a downpour and it wasn't that cold, but it certainly didn't feel 
like "summer". I think Fenders would be worth it even if you just get a 
couple days like the one pictured.
