Last July I toured from the San Juans south as far as Corvallis, OR, along 
the west side of Puget sound.  No rain in nearly 3 weeks of riding.  A 
couple of years before that our family toured the San Juans for a week with 
only minor drizzle one day on San Juan.  Earlier a group of us followed 
Bicycling the Pacific Coast's coastal route from the San Juans to Florence, 
OR.  Minor drizzle one day on the Oregon coast but 100 degree temps in 
northern WA.  All of these during July-August.  

OTH, I've done the Oregon Bike Ride when it rained every other day, and not 
always along the coast.  Summer seems fairly safe but don't be surprised by 
the odd storm.  Less fun than riding in the rain is camping in the rain.  I 
live in southern CA so tend to overreact to rain.
