I've ridden sufficiently in rain and in dry dirt with panniers and had no real problems with dirt or wet; of course, I don't do rain very often, so perhaps I'd change my mind if I were in your situation.

We got 1/10" (southern Rio Rancho; prolly more eastward and southward) on both Tuesday and Wednesday evenings, in 15 minute downpours!
