One reason that on the whole I prefer panniers and rack to saddlebags is the ease of swapping bags around. On my Ram, which serves largely as a fun to ride grocery bike, the Fly can carry anything from a single Ortlieb front Packer, for mail or for kit for longer rides, or a pair of huge shopping panniers that will swallow 50 lb of groceries (or several large pots of chrysanthemums, or large watermelons, etc).
The short answer is, whatever I need it to carry: it changes. I carry the tool kit in a large saddlepack. Speaking of which, if anyone wants to trade a used but still VG Saddlesack Medium for a silver Tubus Fly or very similar, please email me offlist. The SS M is, for my purposes, the ideal saddlebag, but it's not as useful as a very light rack and a choice of bags. Note that the rack must weigh less than 16 oz, carry at least 18 kg, be silver, and work with 559 wheels.
