Toshi, my experience is about the same as yours:  it depends on both the 
rim, and which tire you're mounting.  

My 700c Dyads have, overall, been the easiest to mount tires on, no 
difficulties encountered, regardless of tire;  some tires are easier than 
others (Pasela vs Ruffys, vs CX tires), but none have been hard.

My 650b Synergys, depends on the tire: Conti Tour Rides were not fun to fit 
on 'em, but Pacenti NeoMotos were very easy (almost too easy, actually).  

Hetres on my 650b A23 are the worst I've encountered for mounting;   I like 
how straight the A23's are, were really easy to build, and it seems to be a 
light yet stout rim. I love the Hetres, the way they ride.   But mounting 
Hetres on the A23's took awhile, and levers, and effort;  I hope the tires 
stretch out such that they would be easy to remount if I get a flat, 
because I wouldn't want to remount it sitting on the shoulder of a highway.

I've not tried 700c A23's yet, since I've got the Dyads, but may one day.   
And I wish there were 650b Dyads around still (especially if in 36h).  

I will say, though, I do suspect that it's the 650b's that have a little 
more variability in actual rim diameter and tire sizes versus 700c's:   
700c's have been the bread-n-butter for so long for all of the 
manufacturers, that I think they're just more consistent, whereas the 650b 
market is newer, smaller, and still has a larger range in sizes happening 
for tires and rims.   Maybe not, but, that's my impression.
