If I were up-grading, I would begin with tires.  Choose lighter & more 
supple. That rules out cheaper but not necessarily more flat resistant. 
 Next I would look at hubs, unless I had a really substandard rim.  If you 
listen to experienced wheel builders they all rate Mavic and Velocity rims 
highly. e.g from Peter Whites web site, "Velocity and Mavic make the best 
rims I've found."  Until recently I have ridden exclusively on 700c wheels 
and primarily on Mavic rims.  Never had a bad one.  I dented a Velocity rim 
on a curb, that wasn't the rims fault.  For years I rode Campy NR hubs and 
found them durable and very easy to service.   Ultegra hubs do seem to hold 
up better than the 105s, but for the money I have found the White Ind Hubs 
to be super.  I use them on both my Ram & Bilenkey tandem.  I have a lot of 
bikes to maintain, mine, my wives, my daughters & son-in-laws and have 
really come to appreciate low maintenance parts.  That said, I have never 
been willing to spring for a PW hub; it just feels like overkill.  But I do 
like PW BBs.

I just bought a fabulous Saluki with  a basic wheel set.  At some point I 
will probably upgrade  the hubs.  Rims, well maybe.
