I have found tires to be high on the list when it comes to shimmy ... air 
pressure, remounting, checking true and dish.              
Doesn't matter if it's a computer or a bicycle... troubleshooting 101's first 
question is "what changed"    In your case tires, wheel, and bars.   Check the 
tension on the quil as well.  I had one instance where when I first bought my 
bike the test bike was too small .. I rode it freehanded no problem then they 
raised the bars for my size.. after that I had a freehanded shiny.   

Good luck finding the solution.
