Not sure if these would qualify as a "full handlebar rack/bag" of the kind you 
want to avoid, but these Klik-Fix handlebar bags from Berthoud work extremely 
well on Albas; very solid, zero sway..

Both bags are 2 seconds to take off or put on the bike, and have shoulder 
straps - most convenient bags I've ever encountered for taking with you when 
you lock the bike.

I have the Brand V bar bag.  On Noodles.  But it is beautifully made, easily 
accessible while riding and holds a lot of stuff.  Camera (older Canon 
point&shoot so slightly bulky), snacks, cellphone, rolled up light jacket, 
tube.  It has a double ended zipper, that's easy to grasp.  The two brass rings 
on each end can be used for extra stability if one wants (not needed but 
personal preference).  If on tour, I attach a short velcro strap to each brass 
ring and then stretch that to my brake lever/handlebar.  I'm impressed with 
this bag, and 3 friends have purchased their own in the few months after seeing 
mine.

This might be the best current picture of it though not great, if you look 
closely at the brake lever, you can barely see the small velcro strap, it sits 
flat and I never know it's there:
