The first batch of Homers were made at Waterford. Then in mid-2007, you had a choice of Waterford vs. Toyo.

Waterford did early Rivs  like the Road Standard and came back in the picture a few years ago. Rams, Roms, and Salukis along with Quickbeam many Atlanti were from Japan in betweeen, including the orange model in in the OP's link.
