Pudge, my old Raleigh has the Weinmann 750 rear (650 front), and my pads are bottomed out in those on 27" rims. It doesn't even have the 4mm pad adjustment that would be enough for 700c. Not that I'm complaining, in our 30-mi ride last weekend, my 30-y-o Zeus hubs on Rigida rims were out-rolling every other bike in the group. But in the end, tires are a bunch cheaper than a wheelset.
