+1 on the general concept of considering a wheel size change.  I believe that 
you can often move from 27 inch to 700C without changing anything else (brake 
pads can slide down a few mm in the slots); the shift to 650B is harder, but 
DiaCompe 750s (sold by Riv, and not too expensive) will reach, and usually not 
even bottom out the pad in the slots.  I reno'd a Motobecane Super Mirage into 
a nice porteur style bike, but bought new 27 inch wheels (the old ones were 
shot), and have regretted ever since missing the opportunity to grab the vastly 
greater array of tires in either of the above-mentioned sizes.  There just 
isn't all that much in high quality, wider 27 inch tires.
