I use Speed Clean at the shop where I work, and it's pretty powerful/nasty 
stuff.  My boss hypothesizes that it's just rebranded carburetor cleaner.  
  I try to wear gloves whenever I use it and only use it sparingly.  All 
that being said, it cuts through the gunk on some neglected/never 
cleaned/over lubed bikes that nothing else can touch.  I do wipe down stuff 
after I use it.  

I doubt that you would hurt the paint, but it never hurts to be careful.   
Still, I would only use it if stuff is seriously gunked up.  Something like 
simple green and water can clean a lot.
